INTEGRATED RESOURCE PLAN 2025 PUBLISHED

Please note: On 29 October 2025, the IRP was withdrawn and replaced. The withdrawn version appears to have been gazetted well after hours on 28 October 2025. 

The Department of Mineral Resources & Energy has gazetted the latest iteration of an integrated resource plan (IRP) intended to ‘ensure’ energy supply ‘security’ – nevertheless minimising electricity costs and environmental impact. This is according to the plan’s executive summary, which also:

  • acknowledges the likelihood of:
    • a ‘reduced’ role for coal, and
    • increased generation from ‘clean technologies’, and
  • refers to an envisaged investment of R2.23 trillion.

Government’s ‘deliberate effort to grow the economy’ is expected to be driven by the plan’s energy mix.
