INTERGOVERNMENTAL RELATIONS: INPUT SOUGHT ON FRAMEWORK AMENDMENT BILL

The Department of Co-operative Governance & Traditional Affairs has called for input by 17 January 2025 on a draft Intergovernmental Relations Framework Amendment Bill. Gazetted as an explanatory also announcing Minister Velenkosina Hlabisa’s intention to table the Bill soon, among other things the proposed new piece of legislation seeks to:

  • improve co-ordination in respect of:
    • the intergovernmental assignment of powers and functions, and
    • intergovernmental planning, budgeting and implementation
  • strengthen existing reporting mechanisms
  • introduce a timeframe within which parties to a declared intergovernmental dispute must convene a meeting between themselves, and
  • if necessary, empower the Minister or relevant provincial executive committee member (MEC) to request the Cabinet or MEC member responsible for the function affected by an intergovernmental dispute to convene a meeting of the parties to that dispute.
