IPID AMENDMENT BILL: NCOP COMMITTEE CALLS FOR SUBMISSIONS

Please note: On 22 January 2024, the deadline for submissions on the Bill was extended to 2 February 2024. This was not officially announced at the time. The original deadline was simply changed from 26 January 2024 to 2 February 2024 on the original committee notice, as well as on the original notice posted on the Parliamentary Monitoring Group website. On 23 January 2024, the committee issued a media statement confirming the new deadline.

The NCOP’s Security & Justice Committee has called for written submissions by 26 January 2024 on the Independent Police Investigative Directorate Amendment Bill’s ‘B’ version. This is probably in anticipation of a final round of parliamentary hearings when Parliament returns from its long festive season recess.

As has been widely reported, the Bill’s overarching objective is to respond to a 2016 Constitutional Court ruling on the directorate’s institutional and operational independence – popularly known as the McBride judgment. In addition, the Bill provides for:

  • investigations into allegations of rape by police officers, as well as into allegations of death resulting from the actions of police officers
  • disciplinary matters, and
  • remuneration.
