ITAC: INPUT SOUGHT ON DRAFT ADMINISTRATIVE FEE GUIDELINES

The International Trade Administration Commission (ITAC) has gazetted and called for public comments on draft administrative fees guidelines intended to serve as ‘a practical reference for stakeholders (in their efforts) to understand their obligations and the administrative mechanisms governing ITAC’s cost-recovery programme’. The deadline for input is 6 October 2026.

First released in May 2025, the draft has since been revised to reflect some of the comments received. It follows the publication of an administrative fee regulatory framework in August 2026 – with the phased approach to levying fees expected to begin in April 2027.

According to the covering notice, the guidelines seek to:

• ‘clarify the treatment of various types of applications’, including:
  • import and export permits
  • rebate and drawback permits, and
  • certificates issued under the Automotive Production & Development Programme
• provide procedural guidance for applicants regarding payment methods, timing, and proof of payment requirements, and
• ‘explain the circumstances under which exemptions may be granted’, including
  • where an exemption would clearly serve the public interest, and
  • when the goods involved are household items or personal property.
