LAND TRANSPORT ACT: INPUT SOUGHT ON DRAFT REGULATIONS

The Department of Transport has called for input by 3 January 2024 on draft regulations intended to give effect to the National Land Transport Amendment Bill. This is noting that Parliament passed the Bill’s ‘F’ version on 7 December 2023 and has since sent it to the President for signature.

According to notes serving as a preamble to the proposed new regulations, they:

  • include detailed provisions for e-hailing services
  • ‘as appropriate’, incorporate the 2009 regulations on contracting for public transport services, and
  • when finalised, ‘will be combined with all other regulations made under the … Act to form a consolidated and comprehensive set’.

As SA Legal Academy has already reported, once enacted and operationalised the Bill is expected to address issues that have arisen during the principal statute’s implementation and the introduction of bus rapid transit systems.
