LIVE ANIMAL EXPORT BY SEA: INPUT SOUGHT ON DRAFT REGULATIONS

The Department of Agriculture has gazetted draft regulations on the transportation of live animals for export by sea, calling for public comments by 25 August 2025.

They follow the publication of guidelines in March 2023 and focus on measures to ensure that stress, harm and injury are minimised throughout the processes entailed. To that end, the proposed new regulations cover transport:

  • from a source farm to a holding facility
  • from a holding facility to a harbour, and
  • on the seagoing vessel concerned.

Once in force, among other things the regulations will affect:

  • selecting animals for export
  • pre-journey planning and operations, including the provision of:
    • fresh drinking water
    • feedstock
    • bedding, and
    • cleanliness
  • veterinary care
  • minimum standards across all vehicles in which live animals are transported
  • in-transit facilities
  • loading and offloading aids
  • holding facilities, and
  • related monitoring, reporting and administrative requirements.
