LOCAL GOVERNMENT: DA’s MUNICIPAL STRUCTURES AMENDMENT BILLS FORMALLY TABLED

The DA’s Local Government: Municipal Structures Amendment Bill and Local Government: Municipal Structures Second Amendment Bill have been formally tabled in the National Assembly – to be processed after the elections under South Africa’s seventh democratic Parliament.

The two Bills’ shared overarching objective is to mitigate the potential for certain provisions in the principal statute to be abused by parties to a coalition government, thus making it unworkable.

Parliamentary procedure requires every tabled Bill to be declared desirable by the National Assembly committee concerned before processing begins. To date, few private members’ Bills have proceeded beyond this step – and not one introduced by the DA. This is because ANC representation in all parliamentary committees has always far outnumbered that of the DA and likeminded opposition parties combined.

Whether this will change after the elections remains to be seen.
