The Local Government: Municipal Systems Amendment Act has been gazetted but is not yet in force. Once operationalised, it will reinstate various ministerial powers for which provision was made in a 2011 Amendment Act declared unconstitutional on parliamentary procedural grounds.
Among other things, the Act's commencement will enable the Minister to make interventions intended to professionalise local government, build municipal management capacity, depoliticise municipal appointments and (by default) implement key elements of the 2009 local government turn-around strategy.
