The Municipal Fiscal Powers & Functions Amendment Act has been gazetted but is not yet in force.
Once operationalised, it will enable local authorities to factor the ‘user pays’ principle into the process of calculating land development levies – thus potentially covering a significant portion of associated bulk infrastructure costs.
This is according to a memorandum on the objects of the Bill concerned, which Parliament passed in February 2024.
The needs of poor households will be ‘directly and transparently supported through public subsidies, including intergovernmental transfers’.
