LOCAL GOVERNMENT: REVISED WHITE PAPER GAZETTED FOR INPUT

The Department of Co-operative Governance & Traditional Affairs has gazetted a draft reviewed White Paper on Local Government for public comment. This follows the release of a discussion document in April 2026, on which SA Legal Academy reported at the time. The deadline for input on the revised White Paper is 28 May 2026.

According to a media statement on the Cabinet meeting at which the document was approved for public consultation, it:

  • proposes the adoption of ‘a phased and sequenced implementation approach to ensure a coherent and sustainable transition in local government reform’
  • ‘recognises that previous reform efforts have often faltered at the implementation stage, due in part to insufficient attention to sequencing and transition management’, and
  • ‘as a primary reform action, … proposes the establishment of a time-bound local government transition management body’.

The document’s covering Government Gazette notice refers to the proposal of reforms intended to ‘strengthen governance, financial sustainability, accountability and service delivery’.
