MAIL CONVEYANCING REGULATIONS UNDER REVIEW

Please note: On 8 June 2023, the deadline for input on the discussion document was extended to 28 June 2023 by notice in the Government Gazette. 

The Independent Communications Authority of South Africa (ICASA) has called for input by 26 May 2023 on a discussion document exploring the effectiveness of the 2009 mail conveyancing regulations. Apparently gazetted recently and backdated to 17 March, the discussion document constitutes the first step in an inquiry expected to take approximately 24 months. Its purpose is to determine whether to amend or replace the regulations given ‘evolving consumer needs in (a) changing market environment’.

As far as can be established, ICASA has yet to issue a media statement announcing the inquiry’s commencement. Neither is the discussion document among Government Gazette notices for 17 March published that day on the National Government website’s documents page.
