MEDIA & DIGITAL PLATFORM MARKET INQUIRY: PROVISIONAL REPORT LAUNCHED

Please note: The provisional report was eventually published well after normal working hours on the day of its launch, along with a summary of the inquiry’s findings and recommended remedies. 

Although the Competition Commission’s launch of a provisional report on its media and digital platform market inquiry took place as planned, at the time of writing the report itself had not yet been published. Neither had a media statement been issued. However, according to a presentation document apparently circulated at the launch, recommended remedies include:

  • restoring referral traffic through algorithm adjustments to support South African news media and reduce foreign platform bias
  • measures allowing media to opt out of AI summaries without losing search traffic
  • prohibiting the imposition of extra fees on third party advertisement exchanges
  • collective media negotiation on AI compensation deals
  • YouTube, Meta and X-specific interventions
  • tax breaks and committed government advertisement spending to sustain independent media, and
  • compensation from Google for lost revenue (R300-500m over three years).
