MERCHANT SHIPPING: SMALL VESSEL SAFETY REGULATIONS TO BE REPLACED

Please note: On 5 September 2025, the Department of Transport gazetted a new set of draft regulations for public comment.
The South African Maritime Safety Authority has called for input by 17 March 2024 on a set of draft safety regulations for small vessels. The intention is to replace those in force since 2007.
Among other things, the proposed new regulations cover:
- safety certification
- vessel safety requirements
- crewing
- training, and
- special provisions for unregistered pleasure vessels.
A separate section deals with supplementary requirements affecting water-skiing, certain categories of personal power-driven watercraft and sailing vessels, and ‘rowing or paddling vessels’.
