MINISTERIAL APPOINTMENTS: INPUT SOUGHT FOR PRIVATE MEMBER’S BILL ON PROCESS

Action SA MP Athol Trollip has called for input by 24 August 2025 on the contents of a Constitution Amendment Bill intended to address perceived shortcomings in the process of appointing cabinet ministers and their deputies. The invitation for public comment was gazetted as part of the pre-tabling explanatory summary of a proposed Constitution 22nd Amendment Bill.

The purpose of this Bill, once drafted, will be to:

  • provide for ‘meaningful proactive oversight over ministerial appointments, with a view to ensur(ing) that ministers are fit for purpose before they assume office’
  • increase the number of ministers that may be selected from outside the National Assembly
  • abolish the office of deputy minister, and
  • empower the National Assembly to pass a motion of no confidence in a Minister.

In Trollip’s view, this would ‘improve government efficiency, protect public finances, and enhance democratic accountability’.
