The National Assembly’s Standing Committee on Finance has called for input by 21 March 2023 on the Municipal Fiscal Powers & Functions Amendment Bill. According to a summary of the Bill’s objects, it seeks to provide for ‘a uniform, consistent, transparent and equitable basis on which municipalities can calculate and levy development charges on applicants for land development’.
To that end, once operationalised the amendments will impose development charges on both the public and private sectors. This will enable a ‘substantial portion of municipal bulk infrastructure investment … (to) be financed on a user pays principle, with the needs of poor households directly and transparently supported through public subsidies, including intergovernmental transfers’.
