NATIONAL DEVELOPMENT PLAN: 10-YEAR REVIEW REPLETE WITH MISSED TARGETS

The National Planning Commission has published two documents on the findings of a 10-year review of progress in achieving National Development Plan (NDP) targets.

One takes the form of a ‘call to action’, the purpose of which is to ‘rekindle the hope … captured in the NDP’ when it was launched in 2012 – and to ‘correct’ South Africa’s course in ongoing efforts to accomplish what was envisaged at the time.

In that context, the document notes the importance of ‘good governance, economic transformation, social cohesion, a just transition to more sustainable development pathways … (and) a bias in favour of the poorest of the poor’.

The ‘call to action’ is made against the backdrop of review findings revealing that ‘most ... economic targets have not only been missed but are moving in the wrong direction’. This is according to the document’s introductory remarks, which among other things draw attention to South Africa’s:

  • deepening inequality and poverty levels
  • rising unemployment rates
  • declining energy security, and
  • either stagnating or diminishing ‘GDP, economic growth and investment levels’.
