NATIONAL HEALTH INSURANCE ACT: DRAFT FUND GOVERNANCE REGULATIONS OUT FOR COMMENT

The Department of Health has gazetted draft regulations on national health insurance fund governance, calling for input ‘within three calendar months’ (4/5 June 2025).

Developed under the 2023 National Health Insurance (NHI) Act, the proposed new regulations focus on:

  • the composition and duties of ad hoc advisory committees, including:
    • appointing and removing members
    • the standards to be met (along with scoring tools and a performance policy), and
    • working procedures
  • the board of the fund, including:
    • appointing and removing board members
    • the board’s dissolution
    • electing a chair and deputy chair
    • the standards to be met by each member (along with scoring tools and a performance policy)
    • working procedures
    • co-operation with organs of state and entities
    • board committees, and
    • recruiting, appointing and removing a CEO.
