NATIONAL HEALTH INSURANCE ACT: DRAFT FUND GOVERNANCE REGULATIONS OUT FOR COMMENT

The Department of Health has gazetted draft regulations on national health insurance fund governance, calling for input ‘within three calendar months’ (4/5 June 2025).
Developed under the 2023 National Health Insurance (NHI) Act, the proposed new regulations focus on:
- the composition and duties of ad hoc advisory committees, including:
- appointing and removing members
- the standards to be met (along with scoring tools and a performance policy), and
- working procedures
- the board of the fund, including:
- appointing and removing board members
- the board’s dissolution
- electing a chair and deputy chair
- the standards to be met by each member (along with scoring tools and a performance policy)
- working procedures
- co-operation with organs of state and entities
- board committees, and
- recruiting, appointing and removing a CEO.
