NATIONAL NUCLEAR REGULATOR AMENDMENT BILL HEADS TO PARLIAMENT

The National Nuclear Regulator Amendment Bill is on its way to Parliament, an explanatory summary of its contents having been gazetted some two months after Cabinet approved the Bill for tabling.

Released in draft form in June 2021 for public comment, the Bill seeks to align the Act with International Atomic Energy Agency (IAEA) prescripts and best practice. This is according to a media statement on the Cabinet meeting at which the Bill was approved.

South Africa became an IAEA member state in 1957 (National Nuclear Energy Regulator).

As things now stand, among other things the Act makes no provision for dealing with the risk of occupational exposure to cosmic radiation among aircrew. The Bill includes proposals for rectifying this. It also seeks to address gaps in:

  • the financial provisioning for safely decommissioning and rehabilitating nuclear facilities, and
  • the regulatory framework for decontaminating, decommissioning and closing national defence force facilities, equipment, machinery and scrap for civilian use.
