NATIONAL PAYMENT SYSTEM POLICY, REGULATION: SARB CALLS FOR INPUT ON TWO SETS OF PROPOSALS

In the context of the national payment system, the South African Reserve Bank has issued:

  • a discussion document on a policy and regulatory framework for climate change, and
  • a consultation paper on cloud computing and data offshoring.

The deadline for input is 15 May 2025.

Both documents explore policy and regulatory framework options noting that:

  • the climate change discussion document:
    • focuses on climate change-related risks that may negatively impact the national payment system, and
    • explores ‘accompanying opportunities’, while
  • the cloud computing and data offshoring consultation paper seeks to address:
    • challenges in terms of data protection and location, as well as
    • operational, reputational, concentration, systemic and cybersecurity risks for payment institutions, operators and the broader national payment system.
