NATIONAL RADIO FREQUENCY PLAN: 2025 ITERATION OUT FOR COMMENT

The Independent Communications Authority of South Africa (ICASA) has gazetted a draft revised national radio frequency plan, calling for input by 30 May 2025.
According to ICASA’s media statement on the proposed new plan, its overarching objective is to provide for the allocation of radio communication services by ‘ensuring the efficient and effective use of radio frequency spectrum and orbital resources’ within the 8.3 kHz to 3000 GHz frequency range.
With that in mind, among other things the draft plan:
- incorporates:
- 2023 World Radiocommunication Conference decisions, and
- the 2024 edition of International Telecommunications Union radio regulations
- is consistent with:
- the SADC frequency allocation plan, and
- the broader African spectrum allocation plan
- incorporates ‘additional globally harmonized frequency bands’ in anticipation of ‘the future deployment of 6G’, and
- affords the required level of protection to earth exploration satellite, meteorological and other ‘passive services’ in adjacent bands.
