NATIONAL STATE ENTERPRISES BILL: PARLIAMENT’S PUBLIC PARTICIPATION PROCESS BEGINS

The National Assembly’s Planning, Monitoring & Evaluation Committee has called for written submissions by 14 February 2025 on the National State Enterprises Bill. This is according to a notice posted on the Parliamentary Monitoring Group (PMG) website.

Tabled in January 2024, the Bill seeks to provide for the establishment of a state-owned holding company (SOC) as the centralised shareholder of subsidiary SOCs. This is expected to ensure that:

  • the operations of subsidiary SOCs are ‘politically insulated, professionalised and transparent’
  • SOCs advance South Africa’s socio-economic objectives by preserving and growing ‘the long-term value of national assets for the benefit of all citizens and future generations’, and that
  • the value of investments in selected SOCs is increased.

At the time of writing, the notice had yet to be published on Parliament’s website.
