NATIONAL WATER RESOURCE INFRASTRUCTURE AGENCY BILL HEADS TO PARLIAMENT

An explanatory summary of the National Water Resource Infrastructure Agency Bill has been gazetted in anticipation of the Bill’s introduction in Parliament. The proposed new piece of legislation was released in draft form in December 2022 for public comment.

According to a media statement on the 21 June 2023 Cabinet meeting at which the Bill was approved, once operationalised it will establish the agency envisaged as a public entity under Schedule 2 (major public entities) of the Public Finance Management Act, 1999. Among other things, the agency will then assume responsibility for functions now performed by the Trans-Caledon Tunnel Authority.

The Bill’s explanatory summary confirms that these functions will include the maintenance of all national water resource infrastructure. This is expected to ensure its ‘efficient and cost-effective’ operation, management and administration – in keeping with government’s ‘nationally and regionally defined social and economic objectives’.
