NCOP PASSES CLIMATE CHANGE, DEEDS REGISTRIES AND SIX MORE BILLS

Please note: 1) According to parliamentary papers circulated on the evening of 25 April 2024, the NCOP passed eight of the Bills listed below. The Statistics Amendment Bill was not considered – while the Housing Consumer Protection Bill and Pension Funds Amendment Bill were sent to the National Assembly for concurrence; 2) On 29 April 2024, the Department of Forestry, Fisheries & the Environment issued a media statement welcoming Parliament’s adoption of the Climate Change Bill and, among other things, noting that it is expected to become law ‘shortly’.  

The NCOP has passed eight Bills, six of which have been sent to the President for signature:

  • the Climate Change Bill’s ‘B’ version (intended to enable the development of an effective climate change response and to facilitate the long-term, just transition to a climate-resilient and lower-carbon economy)
  • the Deeds Registries Amendment Bill (intended to streamline and improve systems for the administration and registration of deeds), and
  • the Second Adjustment’s Appropriation (2023/24 Financial Year) Bill (providing for additional appropriations by Parliament of money from the National Revenue Fund for the requirements of the state during the financial year ending 31 March 2024)
  • the Upstream Petroleum Resources Development Bill’s ‘B’ version (providing for a dedicated petroleum resources development regulatory regime, separate from mineral resources)
  • the National Small Enterprise Amendment Bill’s ‘B’ version (establishing a small enterprise ombud service and consolidates existing support agencies in one entity)
  • the Housing Consumer Protection Bill’s ‘D’ version (seeking to ensure adequate protection for housing consumers and more effective home building industry regulation)
  • the SA Post Office Soc Ltd Amendment Bill’s ‘B’ version (providing for an expanded South African Post Office mandate and intended to address various governance issues), and
  • the Pension Funds Amendment Bill’s ‘D’ version (providing for the tax treatment of the two-pot retirement savings system introduced by the Revenue Laws Amendment Bill).

Having been amended by the NCOP committees concerned, the Housing Consumer Protection Bill and Pension Funds Amendment Bill were sent to the National Assembly for concurrence.
