NPA AMENDMENT BILL: CALL FOR WRITTEN SUBMISSIONS

Please note: On 22 September 2023, the committee issued a media statement calling once again for submissions and also providing additional information on the Bill. On 28 September 2023, the committee issued a backdated media statement extending the deadline for submissions by a week – to 13 October 2023.

The National Assembly’s Justice & Correctional Services Committee has called for written submissions by 6 October 2023 on the National Prosecuting Authority Amendment Bill.

Tabled on 5 September 2023, the Bill’s purpose is to ‘support the independence of the Investigating Directorate against Corruption’ by:

  • facilitating its establishment as a permanent entity within the Office of the National Director of Public Prosecutions, and
  • addressing issues affecting the directorate’s capacity to prioritise and investigate matters pertaining to ‘particularly serious criminal or unlawful conduct committed in … high-profile, complex corruption, commercial or financial crime’.

According to Justice & Constitutional Development Deputy Minister John Jeffery, the Bill should be seen in the context of broader plans expected to emerge from the work of an Anti-Corruption Advisory Council appointed in August 2022. He made these observations on 11 September 2023, when committee members were briefed on the Bill.
