NUCLEAR REGULATOR AMENDMENT BILL: NCOP COMMITTEE CALLS FOR SUBMISSIONS

Please note: The National Assembly passed the Bill on 26 March 2024, when it was sent to the NCOP for concurrence.

The NCOP Committee on Land Reform, the Environment, and Mineral Resources & Energy has called for written submissions by 24 April 2024 on the National Nuclear Regulator Amendment Bill’s ‘B’ version. Presumably, this is in anticipation of the National Assembly considering and passing the Bill and referring it to the NCOP for concurrence. However, at the time of writing this step in the parliamentary process had yet to take place.

Tabled in August 2023, once enacted and operationalised the Bill will align the principal statute with International Atomic Energy Agency standards and related best practice, among other things by providing for:

  • the decontamination, decommissioning and closing of national defence force facilities
  • institutional obligations regarding costs associated with the safe rehabilitation or decommissioning of such facilities
  • the civilian use of these facilities, as well as their equipment, machinery and scrap
  • the additional powers of inspectors, and
  • a ‘national dose register’ and centralised database of radiation workers.
