ONLINE GAMBLING: INPUT SOUGHT ON TAX DISCUSSION PAPER

National Treasury has released a discussion document exploring the possible introduction of an online gambling tax – calling for public comments by 30 January 2026. According to an accompanying media statement, there are widespread concerns about the ‘cost on society’ imposed by ‘problem gambling’ and associated ‘social issues’.

Against that backdrop, a 20% ‘unified national online gambling tax’ is proposed on the gross gambling revenue of South Africa’s domestic online and interactive gambling industry. This would be a ‘separate and additional independent national tax that would share the same tax base as the provincial gambling tax’, thus:

  • streamlining administration
  • improving compliance, and
  • deterring provincial gambling boards from competing to register gambling operators by keeping the tax rate ‘below what is optimal from a social perspective’.
