National Treasury’s recently published Operation Vulindlela Phase II Quarter 3 progress report draws attention to significant achievements in several sectors fundamental to improved economic growth. According to the report, among other things:
- the National Energy Regulator of South Africa:
- ‘approved the market operator licence for … (a) national transmission company’
- published electricity trading rules for comment, and
- approved grid capacity allocation rules to ensure fair and non-discriminatory access to constrained network infrastructure
- Transnet signed a long-term concession agreement for one of Durban’s container terminal piers, ‘unlocking investment in port capacity and technology’
- in anticipation of establishing a national water resources infrastructure agency, the national asset register is now complete, and
- the Department of Home Affairs ‘gazetted new digital schemes to support the film and creative industries’.
Although an array of interventions at local government level are under way, no milestones appear to have been reached at this stage. However, in a speech summarising development in other sectors Deputy Finance Minister David Masondo did refer to the introduction of ‘incentives … to support metros implementing key service delivery reforms’.
