PARLIAMENT: FUEL-RELATED 2nd SPECIAL APPROPRIATION BILL TABLED

Parliamentary papers have confirmed that National Treasury’s Second Special Appropriation (2025/26 Financial Year) Bill has now been tabled. This follows the publication of the Bill’s procedurally required pre-tabling explanatory summary, which was gazetted on 27 July 2026.

Proposing the allocation of an additional R10 bn to the Department of Mineral & Petroleum Resources for the 2025/26 financial year, the Bill seeks to ensure adequate budgetary support for the Equalisation Fund, which was established under the 1977 Central Energy Fund Act to stabilise the cost of fuel to consumers.

Acting as a short-term ‘buffer’ against continuously volatile international oil prices, the Equalisation Fund also provides the ‘fiscal flexibility’ required in responding to situations such as those prevailing in the Gulf region as a result of ongoing geopolitical tensions in the Middle East.

This is according to a memorandum on the Bill’s objects, which also notes that future ‘general fuel levy relief’ may not be required in that context.

The Bill may be linked to a broader package of measures being developed ‘to support households and key sectors of the economy’. Although a 31 March 2026 joint media statement from Finance Minister Enoch Godongwana and Mineral & Petroleum Resources Minister Gwede Mantashe alluded to these measures, no further details were provided on what was envisaged at the time.
