PARLIAMENT: INPUT SOUGHT ON REVENUE DIVISION, APPROPRIATION BILLS AT EXCEPTIONALLY SHORT NOTICE

The National Assembly and NCOP Appropriations Committees have published separate notices calling for written submissions at exceptionally short notice on the 2025/26:

• Division of Revenue Amendment Bill (both committees)
• Adjustments Appropriation Bill (both committees), and
• Special Appropriation Bill (National Assembly Committee only).

This is in anticipation of parliamentary hearings, although the NCOP Appropriations Committee has already heard oral submissions on the Special Appropriation Bill. Tabled in September 2025, the Bill seeks to address a shortfall in health sector funding following the withdrawal of international donor contributions.

Tabled on 12 November 2025 with the Medium Term Budget Policy Statement, the Division of Revenue Amendment Bill and Adjustments Appropriation Bill respectively reflect changes to:

• monies allocated to provincial and local governments in terms of the equitable share principle, and
• monies allocated to national government departments and certain associated entities.

The deadline for submissions to the National Assembly Appropriations Committee is 27 November 2025. The deadline for submissions to the NCOP Appropriations Committee is 28 November 2025.

Hearings on the Division of Revenue Amendment Bill are scheduled to take place on the following dates:

• National Assembly committee: 28 November 2025
• NCOP committee: 3 December 2025

Hearings on the Adjustments Appropriation Bill are scheduled to take place as follows:

• National Assembly committee: 8 December 2025
• NCOP committee: 3 December 2025 (before the Bill has been passed by the National Assembly) 

National Assembly hearings on the Special Appropriations Bill have been scheduled for 8 December 2025 (yet the NCOP committee has already conducted its hearings on that Bill, at least according to the Parliamentary Monitoring Group records).

Clarity is needed on the procedural correctness of NCOP committee hearings taking place before the Bills concerned have been passed by the National Assembly.
