Parliament has issued a media statement confirming that NCOP has passed the Correctional Services Amendment Bill and Division of Revenue Amendment Bill, which will now be sent to the President for signature. No changes were made to either Bill during the parliamentary process, according to related parliamentary papers.
The Correctional Services Amendment Bill gives effect to a 2020 Constitutional Court ruling requiring the principal statute to provide for an ‘adequate level’ Judicial Inspectorate for Correctional Services independence. It also strengthens provisions in the Act intended to ensure that that inmates are held ‘under conditions of human dignity’. This is according to a memorandum on the Bill’s objects.
Tabled with the 2023 Medium Term Budget Policy Statement, the Division of Revenue Amendment Bill adjusts this year’s allocations to national, provincial and local government, informed by developments since January.
