PARLIAMENT: SPECIAL PENSIONS AMENDMENT BILL OPEN FOR SUBMISSIONS

The National Assembly’s Standing Committee on Finance has published a notice calling for written submissions on the Special Pensions Amendment Bill. The deadline is 8 June 2026, with hearings scheduled for 10 June 2026.

Tabled in March 2026, according to a memorandum on the Bill’s objects it seeks to correct ‘misalignments’ identified during the 1996 Act’s implementation. This is noting that special pensions are:

  • non-contributory benefits funded by National Treasury and administered by the Government Pensions Administration Agency, and
  • paid only to deserving applicants whose efforts in establishing South Africa’s constitutional democracy entailed sacrificing opportunities to provide for themselves in retirement.
