PARLIAMENTARY PROCESS PARTICIPATION: SUBMISSIONS SOUGHT ON FOUR BILLS

Written submissions are sought on four Bills now before Parliament. According to the committee notices concerned, they are:

  • the Revenue Laws Amendment Bill (on which the National Assembly’s Standing Committee on Finance requires input by 30 June 2025, in anticipation of hearings the next day), and
  • three Bills being considered by the NCOP Committee on Co-operative Governance, Public Administration, Traditional Affairs, Water, Sanitation & Human Settlements:
    • the Independent Municipal Demarcation Authority Bill’s ‘B’ version
    • the Public Service Amendment Bill’s ‘B’ version, and
    • the Public Administration Management Amendment Bill’s ‘B’ version

The deadline for submissions on these Bills is 30 June 2025.

Tabled in March 2025 with a Budget since revised and re-introduced, the Revenue Laws Amendment Bill seeks to align the 1962 Income Tax Act and 2024 Revenue Laws Amendment Act with legislative developments resulting from the introduction of two-pot retirement savings.

Introduced in June 2022, once passed, enacted and operationalised the Independent Municipal Demarcation Authority Bill will repeal and replace the 1998 Local Government: Municipal Demarcation Act with the aim of providing for changes in Demarcation Board practices.

Tabled in May 2023, the Public Service Amendment Bill and Public Administration Management Amendment Bill respectively seek – among other things – to:

  • address issues arising from policy reform and court decisions, and to
  • improve service delivery by aligning human resource, governance and related arrangements across all three spheres of government.
