PETROLEUM COMPANY BILL: NATIONAL ASSEMBLY COMMITTEE CALLS FOR SUBMISSIONS

The National Assembly’s Mineral & Petroleum Resources Committee has called for written submissions on the South African National Petroleum Company Bill. This is according to a notice on the Parliamentary Monitoring Group (PMG) website, although at the time of writing it had yet to be published on Parliament’s official site. The deadline for input is 10 July 2026.

Tabled in February 2026, among other things the Bill seeks to formally constitute an entity launched in May 2025 to:

  • ‘participate in the exploration and production operations … (necessary for ensuing) security of energy supply’
  • ‘enter into and execute concession agreements with other governments … (and strategic partners)’
  • acquire ‘interests in petroleum refining, storage, marketing (and) aggregation, … (as well as in) petroleum and petroleum products’, and to
  • ‘develop, participate (in), operate and acquire energy infrastructure, including, but not limited to, transmission pipelines’.
