NEW PLANT IMPROVEMENT ACT IN FORCE SOON

The 2018 Plant Improvement Act will come into effect on 1 December 2025, according to a presidential proclamation published in the Government Gazette.

Repealing the 1976 Act in its entirety, the new piece of legislation is expected to:

  • ‘enhance sustainable crop production in South Africa by regulating the quality of plants and seeds’
  • contribute to food security by prescribing standards to be met by ‘the different types of business involved in … selling … plants and seeds’, and
  • support ‘new entrants and … smallholder farmers … (as they) … transition to mainstream agriculture’.

This is according to a memorandum on the objects of the Bill concerned, which was passed by Parliament in October 2018.
