POSTBANK AMENDMENT BILL: FINAL CALL FOR WRITTEN SUBMISSIONS

In anticipation of a final round of parliamentary hearings, the NCOP Committee on Public Enterprises & Communication has called for written submissions by 19 June 2023 on the South African Postbank Ltd Amendment Bill.

Unfortunately, the committee notice calling for input includes a link to the original Bill, which was revised by the National Assembly’s Communications & Digital Technologies Committee and has since been published as a ‘B’ version. This version was passed by the House in February and sent to the NCOP for concurrence.

Even more unfortunately, the committee notice refers to the objects of another Bill altogether: the South African Post Office SOC LTD Amendment Bill, which was tabled in Parliament this month and has yet to be processed by the National Assembly.

In fact, the South African Postbank Ltd Amendment Bill seeks to:

  • adjust existing shareholding arrangements through the creation of a new controlling company, and
  • facilitate its establishment and registration in terms of the Banks Act, 1990.
