PRECIOUS METALS & STONES DEALERS: INPUT SOUGHT ON DRAFT FIC COMPLIANCE COMMUNICATION

The Financial Intelligence Centre has called for public comments on a draft compliance communication intended to provide guidance to dealers in precious metals and/or precious stones on the interpretation of the term ‘high-value goods dealers’. The deadline for input is 16 October 2026.

According to the draft document, a compliance communication issued in March 2024:

  • defined high-value goods dealers
  • outlined applicable obligations under the 2002 Financial Intelligence Centre Act, and
  • drew attention to ‘potential money laundering, terrorist and proliferation financing risk indicators’.

Against that backdrop, the draft compliance communication also covers licensing, registration and reporting obligations.
