National Treasury has gazetted a notice announcing the imminent introduction in Parliament of a Special Appropriation Bill intended to address ‘the shortfall resulting from the withdrawal of international donor funding to the health sector’. Serving as the procedurally required pre-tabling explanatory summary, the notice provides no further details on the proposed new piece of legislation.
At the time of writing, the Bill was not yet publicly available. However, according to an August 2025 article in Spotlight, following cuts in US funding for South African health services and research projects, the National Department of Health has already received ‘hundreds of millions of rands in emergency funds’ from National Treasury.
