PUBLIC POLICY AND LEGISLATIVE INFORMATION FLOW SLOWS DOWN

The beginning of South Africa's seventh administration post-1994 under a Government of National Unity (GNU) appears to have affected:

  • the flow of information on policy-related matters
  • calls for public comment on policy and legislative proposals, and
  • calls for submissions on Bills before Parliament.

Only one lapsed Bill from the previous Parliament has been revived (the 2024/25 Appropriation Bill). In addition, the number of notices published in the Government Gazette has diminished significantly.

On 19 July 2024, no composite National Government and National Government eGazettes were published. This had already become a regular occurrence well before the onset of the Covid-19 pandemic – apparently because of technical challenges at the Government Printing Works. In the past, backdated versions have been published the following week. However, in this instance no backdated National Government or National Government eGazettes had been published six days later.

This follows a two-week spell in which the number of notices in each of the Friday composite gazettes was far lower than normal.

As a result, the number of SA Legal Academy alerts to new developments has also diminished. We expect this to change once the GNU settles down.

We do not rely on the mainstream media. Neither do we provide opinions on the material concerned. Which is why – in the absence of official documents – we have very little to report.
