Parliamentary papers have confirmed that there are now two Bills before Parliament proposing amendments to the yet-to-be-commenced 2024 Public Procurement Act.

Democratic Alliance MP Mathew Cuthbert’s Public Procurement Amendment Bill was tabled on 12 March 2026, as SA Legal Academy reported at the time. Among other things somewhat controversially seeking to repeal the 2003 Broad-Based Black Economic Empowerment Act, this proposed new piece of legislation links public procurement policy to the UN’s 2015 the sustainable development goals, as well as constitutional imperatives.
