PUBLIC PROCUREMENT BILL HEADS TO PARLIAMENT

In anticipation of tabling the long-awaited Public Procurement Bill in Parliament, National Treasury has gazetted an explanatory summary outlining its objectives. This follows Cabinet’s approval of the Bill during its 10 May 2023 meeting.

According to a statement on that meeting, once operationalised the Bill is expected to:

  • address the prevailing ‘fragmentation in laws dealing with public procurement’ by creating ‘a single framework’
  • facilitate the ‘advancement’ of government’s transformation and empowerment objectives, especially by creating opportunities for women, youth and people living with disabilities
  • encourage procurement from local small and medium enterprises, and
  • facilitate support for support local innovation and research.

When enacted and commenced, the proposed new piece of legislation will repeal the Preferential Procurement Policy Framework Act, 2000.
