PUBLIC PROCUREMENT BILL: PARLIAMENT CALLS FOR WRITTEN SUBMISSIONS

In anticipation of parliamentary hearings on the Public Procurement Bill, the National Assembly’s Standing Committee on Finance has called for written submissions, which should reach the committee by midday on 11 September 2023. The hearings are scheduled to take place over the following two days.

The Bill’s overarching objective is to address the fragmented legal system now in place for dealing with public sector procurement. Once enacted and operationalised, it will create a single regulatory framework – nevertheless retaining a point system introduced by the Preferential Procurement Policy Framework Act, 2000, which will be repealed. The committee notice calling for submissions was posted on Parliament’s website well after close of business on 18 September 2023. It may even have been published the following day (a Saturday) and backdated. This has obvious implications for the time available to prepare submissions.
