PUBLIC SERVICE COMMISSION: 2023 BILL FINALLY LEAVES PARLIAMENT

Parliamentary papers have confirmed that a ‘B’ version of the Public Service Commission Bill has been passed by both Houses and is now ready to be signed into law.

Tabled in October 2023, once enacted and operationalised the new piece of legislation is expected to enhance the Commission’s independence by:

  • providing for:
    • ‘a clear public administration mandate’, and
    • a dedicated secretariat, and
  • positioning the Commission as a ‘constitutional institution reporting to Parliament’ (thus enabling the legislative arm of government to oversee its executive arm more effectively).

As one of several Bills that lapsed when Parliament rose for the May 2024 elections, it was revived in July that year – at which point the process of considering its contents began in earnest.
