PUBLIC SERVICE COMMISSION BILL: NCOP COMMITTEE CALLS FOR SUBMISSIONS

The NCOP Committee on Co-operative Governance, Public Administration, Traditional Affairs, Human Settlements, Water & Sanitation has issued a notice calling for written submissions by 31 August 2025 on the Public Service Commission Bill’s ‘B’ version, which was passed by the National Assembly on 18 March 2025. Allowing stakeholders a mere three days (including a weekend) to prepare and submit input, the notice may have been superseded by one published on the Parliamentary Monitoring Group (PMG) website, citing 12 September 2025 as the deadline for comment.

As SA Legal Academy has already reported, according to a memorandum on the Bill’s objects its overarching purpose is to enhance the Commission’s independence by:

  • providing for:
    • ‘a clear public administration mandate’, and
    • a dedicated secretariat, and
  • positioning the Commission as a ‘constitutional institution reporting to Parliament’ (thus enabling the legislative arm of government to oversee its executive arm more effectively).
