Please note: On 5 April 2024, the deadline for input was extended to 30 April 2024.
The Department of Transport has called for input by 31 March 2024 on a draft national policy for public transport subsidies. Underpinned by the 2021 White Paper on National Transport, the proposed new policy seeks to provide ‘appropriate’, implementation models and a costing methodology founded on the principles that public transport subsidies should be:
- user targeted
- equitable, and
- sustainable in the medium to long-term.
Policy goals include:
- providing a ‘rationale’ for sustainably funding public transport services according to ‘varying operating conditions’ nationwide
- promoting efficient, cost-effective, integrated, multimodal transport system planning that encourages the public transport industry’s ‘accelerated transformation’
- addressing public transport infrastructure provision and maintenance backlogs
- establishing suitable governance and institutional structures for managing, operating and maintaining public transport and facilitating capital investments in new technologies, and
- ensuring the necessary ‘regulatory adjustments’.
This is nevertheless noting the ‘significant challenge’ posed by spatial planning and land-use development complexities.
