RAIL TRANSPORT REFORM: DRAFT NETWORK STATEMENT OUT FOR COMMENT

The Department of Transport has gazetted a notice calling for input by 26 April 2024 on a draft railway network statement. The intention is to provide ‘all train operating companies with … (the) unified source of information flow required for a functional rail access system’.

According to an accompanying press release, the draft network statement represents ‘a critical milestone in ... rail reform ... and the successful introduction of third-party access … to South Africa’s rail network’. ‘The process for third party-access … (is expected to) commence in the second half of the year’.

Among other things, the proposed network statement:

  • covers ‘rules, time limits, timelines, procedures, services, charging principles, and terms and conditions governing the use of the railway infrastructure by train operating companies’
  • includes information on operational corridors making up the network, and
  • deals with infrastructure manager-train operating company service level agreements.

While the draft statement also includes a link to a rail access tariff methodology discussion paper, it is not clear if input is also sought on that document.
