RATES & TAX, DRAFT BILLS 2026/27: NATIONAL ASSEMBLY COMMITTEE CALLS FOR SUBMISSIONS

The National Assembly’s Standing Committee on Finance has called for written submissions by 28 September 2026 on the following draft Bills:

  • the draft Rates & Monetary Amounts & Amendment of Revenue Laws Bill (published by National Treasury in February 2026, following the Budget speech)
  • the draft Taxation Laws Amendment Bill (released in July 2026 for public comment), and
  • the draft Tax Administration Laws Amendment Bill (released in July 2026 for public comment).

This is in anticipation of parliamentary hearings scheduled for 30 September 2026.

SA Legal Academy reported on the draft Taxation Laws Amendment Bill and draft Tax Administration Laws Amendment Bill in July 2026 when they were released for public comment, along with explanatory memoranda and a detailed media statement. It is not clear whether any of the input received has since been factored into revised versions.

As far as can be ascertained, there have been no further developments on the draft Rates & Monetary Amounts & Amendment of Revenue Laws Bill since it was published in February 2026.
