SABC BILL: NATIONAL ASSEMBLY COMMITTEE BRIEFED ON FUNDING MODEL OPTIONS

The National Assembly’s Communications & Digital Technologies Committee has been briefed on funding model options to be included in a revised version of the South African Broadcasting Corporation SOC LTD Bill now before Parliament. This is noting that Communications & Digital Technologies Minister Solly Malatsi’s November 2024 announcement of his intention to withdraw the Bill appears to have been scuppered by allegations of procedural irregularity – as SA Legal Academy reported at the time.

Details of the funding model were revealed to the committee behind closed doors. However, the Parliamentary Monitoring Group has since published a more general presentation document on which members were briefed before the closed session began.

During the meeting’s open phase, input from committee chair Khusela Sangoni-Diko tended to suggest that members of the public will be given an opportunity to comment on the funding proposals. However, it was not clear whether the public participation process envisaged will entail the Bill’s withdrawal and a call for input on a draft revised Bill that includes the preferred funding model.
