SABC SOC LTD BILL TABLED IN PARLIAMENT

The South African Broadcasting Corporation (SABC) SOC Ltd Bill has been tabled in Parliament. Informed by a review of the Broadcasting Act, 1999, and sub-section 11(3)(c)(iv) of the Companies Act, 2008 (criteria for state-owned company names), among other things, the Bill seeks to provide for:

  • the SABC’s ‘proper governance’, and
  • ‘the allocation of roles and assignment of tasks between the Minister and the board’.

This is according to a memorandum on the Bill’s objects. However, a media statement on the Cabinet meeting at which the Bill was approved referred to expectations that, once passed, enacted and operationalised, it will:

  • ‘strengthen the efficiency of the operations of the public broadcaster’, and
  • enable the ‘reform’ of its funding model and related TV licensing system.
