SCARCE AND CRITICAL SKILLS: SEPARATE LISTS, DIFFERENT AIMS AND ORIGINS

A recent article in The Star (IOL) has drawn attention to a possibly widespread misunderstanding about the origins and purpose of two lists compiled to inform decisions affecting higher education and training institutions and the issuance of work visas.

The Star article’s title refers to a ‘scarce skills list’ – apparently attributing it to the Department of Home Affairs, along with a ‘recently’ released ‘critical skills list’.

In fact, the scarce skills list is the most recent national government publication on skills in high demand. Its latest iteration was gazetted by the Department of Higher Education & Training in April 2024 to ‘support’ planning processes in South Africa’s post-school education and training system.

The Department of Home Affairs gazetted its revised critical skills list in October 2023 with the aim of informing the submission and processing of work visa and permanent residence applications.
