SCRAP METAL EXPORT BAN UPDATE

Trade, Industry & Competition Minister Ebrahim Patel has issued a policy directive prohibiting the export of certain types of ferrous and non-ferrous scrap and waste metal until mid-December 2023.

Gazetted on 15 June 2023 and immediately effective, the policy directive was released in draft form in May 2023 for public comment. It also suspends a preferential pricing system originally introduced in 2013 with the aim of supporting local beneficiation industries.

As SA Legal Academy has already reported, the move responds to evidence that stronger measures are needed to significantly reduce the high incidence of copper and metal theft, as well as related infrastructure damage.
